The adoption of the CNS/ATM (FANS) systems has mayor economic and financial implications. The providers of air traffic services, the users of these services and financing organizations, all need to be advised of such implications and convinced of its economic viability
CNS/ATM cost/benefit analysis is a most important task that states should carry out as recommended by the ICAO Tenth Air Navigation Conference.
David Diez directed the CNS/ATM Cost/Benefit Analysis for Spain.
