The concept and advantages of integrating ADS data with SSR data with the purpose of enhancing the surveillance function, increasing the level of surveillance availability and monitoring the integrity of the aircraft navigation system, was presented by Spain (WP/36) to the FANS (Phase II) Committee at its second meeting held in Montreal in 1991. The idea was backed up by some other countries and the Committee agreed to include ADS-SSR integration in the list of tasks which needed to be undertaken to support the implementation of the future air navigation system (FANS) concept, today known as the ICAO communications, navigation and surveillance and air traffic management (CNS/ATM) systems concept.

Various references to ADS/SSR data integration exist in the FANS (II)/4 Report (ICAO Doc 9623), where one also can find in Appendix A of Item4, the “list of tasks” mentioned previously. In the Report concerning Ítem 5 of the Agenda, paragraph 5.8.3, one can read: “the development of SSR and ADS tracking algorithms allowing the integration and simultaneous presentation of SSR and ADS data could lead to further CNS/ATM systems benefits”
