From 1990 to 1994, David Diez was deeply involved in the proposal, planning, system specification, coordination and implementation of a programme for upgrading the Spanish civil aviation radar data distribution system by using satellite fixed links to connect remote radar sites to ATC units.

From 1995 to September 1998 was responsible for the development/drafting of specifications (PPT), supervision of development and evaluation and trials of ECA(ADS-SSR Control Station).
ECA general objectives were:
a) Implement and evaluate the philosophy, algorithms and functions which were described in the ADS-SSR Integration Study carried out by Aena in 1994;
b) Evaluate ADS, ADS-SSR integration, CPDLC, and other data link applications in an automated ATC environment using both real and simulated data;
c) Develop and evaluate operational procedures and requirements for ADS, ADS-SSR integration, CPDLC, and other data link applications;
d) Experiment and evaluate the automatic generation and transmission of CPDLC and other data link messages (MET, AIS, etc.);
e) Participate in ADS and CPDLC real traffic trials using both SATCOM (ADS Europe and FANS-1/A trials) and VHF data links;
f) Familiarize air traffic controllers and technicians with the new CNS/ATM(FANS) applications; and
g) Validate and fine-tune ECA specifications in order to evolve to a safe operational system fully tested and validated which will be later on integrated into the SACTA system.
During two weeks (23-27 February and 9-13 March 1998) participated in ADS EuropeTrials, when several British Airways, Air France and KLM aircraft were tracked by ECA during several flights all over the world (London-Los Angeles, Paris-México, London-Johannesburg, etc.)
Attended as observer several ADS Europe Project Board meetings (NLR, Amsterdam, 25.09.1996 and Heathrow, London, 17.12.1996) and participated in some others to negotiate and coordinate the participation of Aena in the ADS Europe Trials.

From 2005 to 2006
Direct, coordinate and supervise all tasks required to adapt the ATM Operations Directorate of Aena (Operations Manuals, ATS procedures, etc.) to Single European Sky (SES) legislation and regulations (common requirements, ICAO Annexes, etc.), so as to obtain a “certificate” and be designated in order to provide air navigation services. Oversight audit activities, draft deliverables, chair meetings and make SES presentations included. (Similar activities to those of the USOAP).
This included verifying compliance with Commission Regulation (EC) Nº2096/2005 of 20 December 2005 laying down common requirements for the provision of air navigation services.
This included ensuring that the Working Methods and Operating Procedures of the ATS, ASM, ATFM, AIS and MET services, were compliant with the standards in the related annexes to the Convention on International Civil Aviation.
This also included completing a questionnaire provided by the Spanish CAA to asses Aena
compliance with the Common Requirements and ICAO Annexes and identify the measures and controls that had to be implemented against each of the corresponding requirements. This enabled the CAA to asses the suitability of Aena for certification by reviewing responses, and where necessary auditing to verify compliance.
One main task that had to be done was to adapt the Operation Manuals of all Spanish Air Traffic Services Units (ACCs, TWRs, AIS, etc.) to the new requirements.

The EUROCONTROL CASCADE Programme , co-ordinates the deployment of initial ADS-B applications and WAM in Europe. The Programme covers both ground Surveillance (i.e. “ADS-B out” and WAM) as well as airborne Surveillance applications (i.e. “ADS-B in”/ATSAW).

- Satellite communications between fixed stations
The main purpose of the presentation was to explain the use of satellite fixed links to:
a) Upgrade the radar data distribution system to connect remote radar sites to ATC units; and
b) Provide cost efficient voice links between remote VHF stations and ATC units.
